The Accountant General





Umar Ahmad Balarabe is the serving Accountant General of Sokoto State Ministry of Finance. He is the custodian of public fund and property in the state and the financial advisor to the state governor. His office is also responsible for maintaining state cash and banking accounts.

Alhaji Umar Ahmad Balarabe was born in 1960 at Tambuwal Local Government Area of
Sokoto State. He had his elementary education at Town Primary School Tambuwal and
proceeded to Government Teachers College Tambuwal where he obtained the Teachers
Grade II Certificate in 1980. He thereafter went to the College of Administration, Sokoto.
Not satisfied with his level of education, coupled with the desire to get to the top of his
chosen career, he proceeded to Polytechnic of Sokoto State and later to Usmanu Danfodiyo
University, Sokoto, where he obtained Diploma in Public Accounting and Auditing; B.Sc
Management and Masters in Business Administration (MBA) respectively.
As a professional in his career, he has held many leadership positions such as: Accountant,
College of Administration Sokoto; Internal Auditor, College of Administration Sokoto;
Principal Accountant, Primary Education Board; Bursar, College of Administration Sokoto;
Director Finance, Sokoto State Fire Service; Director Finance, Admin. And Gen. Services,
Cabinet Office, Sokoto; Deputy Director Treasury, Min. of Finance, Sokoto. Director Treasury
among others. He is currently, the Accountant General, Sokoto State.
In the course of his service to his state and the Nigerian Nation, he has worked as a part
time lecturer for 19 years at the Polytechnic of Sokoto State, and 3years with Usman
Danfodio University. Sokoto,. member as well as chairman in several Adhoc Committees
which includes: Chairman, Sokoto State Payroll Committee; Chairman State Final Accounts
Committee; Member, Board of Directors Giginya and Shukura Hotels, Sokoto State;
Chairman Other Allowances Verification Committee, Banks Loan Defaulters Reconciliation
Committee; Member, State Salary Harmonisation Committee; Member, Senior Staff
Promotions Committee; Member, Pension and Gratuity Payments Committee; Member,
State Projects Verification Committee; Member, Financial Regulations Drafting Committee;
Member IPSAS Implementation Committee; Accountant, Joint Domestic Trade Fair Sokoto,
Niger and Kwara States; Visiting Lecturer, Sokoto State Polytechnic, Part Time Lecturer,
Usmanu Danfodiyo University; Member, State Polytechnic Academic Board, Board member,
Sokoto Investment Company. Member Federation Accounts Allocation Committee, Member
FACC postmortem Committee.
He equally has many paper presentations and publication to his credit, among which are:

Public Service Management; Auditor as Watchdog of Government Funds, Budgeting:
Prospect and Challenges; Inventory and Stock Control in Public Sector; Establishment of
Small Scale Industry in Nigeria: An Accountant Per Excellence, Alhaji Umar Ahmad Balarabe
is a member of Nigeria Institute of Management (MNIM), Fellow Institute of Certified Public
Accountants of Nigeria (FCPA), Fellow Institute of Treasury Management (FTM). He has
attended many seminars, workshops and conference in and outside the country and has
visited many countries of the world such as United Kingdom, United Arab Emirates, India,
Egypt, Saudi Arabia, Lwanda, Rwanda, Ethiopia among others.
Due to his commitment and hard work, he has received awards such as: Best Accounting
Student, Diploma in Public Accounting and Auditing, Governor, Wammakko Civil Service
Merit Award and Commendation for Hard Work and Honesty. various awards from NGOs
such as Arewa Trusted Youth and Elders Forum, Nigerian Universities Accounting Students
Association etc. His hobbies include Traveling, Tennis, and Reading. He is Married and
blessed with children.
